Dear Parents,

 Welcome to the Stilwell Preschool 2010-2011 school year. For many this will be the beginning of your child’s educational experience. This will be a time of adjustment for both you and your child but we feel certain that at the end of our time together you will be happy with the difference the next nine months will make. 

 

 To let you know how the program is set up we have compiled information that we feel will help you understand the program so you will be able to work with us to give your child the very best care and instruction, leaving no room for any misunderstandings. During the school year we will send notes home when there is additional information that you need to know such as school pictures, field trips, programs, no school days, etc. An automated phone system has been installed to our district to notify you of school closings and early turn out due to bad weather. Please make certain the office has correct & updated phone numbers on file at all times. Please take time to read all notes.

 

 The teachers will send a newsletter home with each child at the beginning of each month. If you do not get one, please call the office and we will send another one. This newsletter will have a list of study units, field trips, birthdays and any other information that may be of interest. Please take time to read this newsletter.

 

 If volunteers are needed for field trips, the teachers will send notes requesting your help. Those parents wishing to volunteer for field trips are urged to make other arrangements for any younger children so they will be free to help with our students. There is “NO SMOKING”on any of our field trips. 

 

The following information is VERY IMPORTANT and we encourage you to read it and work with us to make the upcoming year a wonderful experience for you and your child.

The Stilwell Preschool community of staff, students, and families work together as a team. 

 

We share the responsibility of modeling and teaching the essential academic and life skills necessary to encourage our students to become responsible, contributing members of society.

 

We strive to cultivate a safe & nurturing environment where all students are not only accepted, but are valued. Our staff believes that children are unique individuals and by building upon each child’s strengths and abilities, all children can be successful learners. We believe that children learn in an engaging, safe, and consistent environment supported by a trained, caring, and responsive staff. Children are encouraged to reach their potential in an atmosphere that supports taking risks and learning from the outcome of their actions. Children need a variety of experiences that include daily opportunities to participate in small and large group activities which encourage math, language, thinking skills, social, and muscle development. INCLEMENT WEATHER OR OTHER REASONS FOR DISMISSAL

The decision to dismiss school for inclement weather or other reasons will be made as early as possible. The following television stations will be notified or our closings:

Channel 2 Tulsa

Channel 6 Tulsa

Channel 8 Tulsa

Also, the school district will be using the Phone Cast System for school dismissal and for school related events & reminders. Please make sure the office has a correct phone number on file, and please notify the office of any number changes throughout the school year.

 

If you do not see Stilwell’s name listed on the TV and/ or receive a phone call by 7:00 A.M., you may assume school will be in session.


ENROLLMENT

Certain requirements for enrollment into the schools of Oklahoma are set forth by the legislative and recorded in the “Oklahoma School Code.” Those requirements are as follows:

  1. A Birth Certificate must be presented at the time of enrollment.

  2. A child entering Stilwell Preschool must present a certification Shot Record signed by a physician or an authorized representative of the State Department of Health stating the child is adequately protected against diseases.

  3. Copy of the child’s Social Security Card.

4. A copy of the child’s CDIB & Membership Card if applicable.

5. A copy of the child’s Sooner or Medicaid Card if applicable.

 

TRANSPORTATION

 

Riding the school bus is a privilege. Therefore, if the student’s conduct is unbecoming or in any way endangers the welfare of others, this privilege can and will be taken away. The following rules apply:

  1. Students shall conduct themselves in a manner consistent with good classroom behavior while waiting for and traveling on the school buses. Misconduct will be brought to the attention of the Principal by the school bus driver. Disciplinary actions taken as follows:

  • 1st offense: Principal & Parent conference on behavior of student

  • 2nd offense: The student will be suspended off the bus for 5 consecutive days

  • 3rd offense: The student will be suspended off the bus for 9 consecutive weeks

Also, please take note that if your child has been suspended from the bus for any reason; he/she will not be allowed to attend the Extended Care Program during this suspension time period. (See Extended Care Regulations) 

The Principal shall take what ever reasonable action he/she deems necessary.

 

  1. The noise level on school buses must remain at a low level to enable the driver to hear emergency and train signals. Therefore, passengers must not shout, or otherwise cause any disturbance distracting the driver. 

  2. Smoking or the use of any form of tobacco is not permitted on school buses.

  3. School bus windows must remain closed unless the driver permits them to be opened. When windows are open, passengers must not throw objects from windows or extend any part of the body through a window.

  4. Any passenger who defaces or vandalizes a school bus in any way shall be immediately suspended from riding the bus. The 1st suspension shall be for 5 consecutive days: the 2nd suspension shall be for the remainder of the school year. No suspended student shall be permitted to resume the school bus privilege until all damages for which the student was responsible are reimbursed to the school district. (Student cannot attend Extended Care while on suspension. See After School Extended Care)

  5. Students must board the school bus at designated bus stops and at school the designated areas on school premises. Students must remain orderly until the bus comes to a complete stop and boarding permission is given by the driver. Seats may be assigned at the driver’s discretion. Passengers must be seated immediately. After the bus is en route, passengers must remain seated until the bus is stopped. Upon exiting the bus, passengers must move away from the bus. The school bus will not move until the passenger can be observed by the driver. 

  6. All students waiting at the high school, until school is dismissed must remain on the bus.

  7. If a student is denied transportation for any reason, the parent(s) must be notified. The bus driver shall not put a child off the bus other than at the student’s regular stop without written parental permission. ALL preschool students must have a parent present at the bus stops for dismissal. Otherwise, preschool students will be brought back to the Preschool building.

AFTER SCHOOL EXTENDED CARE

 On the first day of school you will be asked what your child will do after school such as ride the bus, stay in extended care or if you or someone else will be picking him/her up. We will go by this information each day following unless you give us WRITTEN instructions telling us otherwise. We do not go by what the child tells us because of their young age so please don’t expect your child to let us know. Any change requires a WRITTEN note or a phone call before 2:00 pm for a change in schedule. Also, if your child is a bus rider and has been suspended from the bus for any reasons they WILL NOT BE ALLOWED TO ATTEND THE EXTENDED CARE PROGRAM during this time of suspension

 

AFTER SCHOOL REGULATIONS & RULES ON MISCONDUCT

 

Parents must pickup students by the time set forth by the Extended Care Program (TBA). Late arrival of parents:

  • 1st offense: Principal and parent conference. 

  • 2nd offense: 5 consecutive days suspension from the Extended Care Program

  • 3rd offense: 9 consecutive weeks of suspension from the Extended Care Program

 

BRINGING AND PICKING UP CHILDREN

 

 There will be staff members on duty at the preschool entrance gate beginning at 7:30 am to 8:00 am that will assist your child into the building. If you bring your child before 7:30 am or after 8:00 am when staff is Not on duty, we ask that you walk your child into the building and make sure the staff is aware that your child has arrived. Please DO NOT let your child walk in alone. 

 ALWAYS make sure our staff knows you are taking your child AFTER you have signed them out. ADULTS ARE REQUIRED TO PICKUP PRESCHOOL CHILDREN, NO STUDENTS WILL BE ALLOWED TO SIGN OUT OR PICKUP SIBLINGS. (Please see Arriving Late or Leaving Early.)


THOSE ALLOWED TO PICK UP YOUR CHILD

 

 When you fill out the application forms for your child to attend the Stilwell Preschool, you are asked to list those persons that would be allowed to pick up your child. ONLY those that you list (other than parents) will be allowed to take your child. This is for the child’s safety and well being. If you want to add additional names to the list you must come by the office. If for any reason a parent does not have rights to pick up the child, we need to have a copy of any legal papers signed by the judge for your child’s file. (Please see After School on the following page.)

 

ARRIVING LATE OR LEAVING EARLY

 If your child does not ride a bus, we encourage you to bring your child to school on time. Class begins at 8:20 a.m. and each class follows a schedule. This not only helps teach the children the importance of being on time but will help them to be here to participate in all activities. Please come to the office and sign your child in if you bring him/her to school after 9:00 a.m. If you wish to pick your child up before 2:30 p.m., you will need to sign him/her out in the office. After 2:30 p.m.,the sign out book will be placed on the large table in the big room for parents or adults listed on enrollment form to sign out students. This is very important and helps us keep up with all the children more efficiently.

 

ALL CHILDREN ARE REQUIRED TO BE POTTY-TRAINED BEFORE THEY START TO SCHOOL. We do not have the staff or facilities to take care of children that are not. There are NO EXCEPTIONS!

 

Many view preschool as a day care facility but it is part of our school system with structured learning in areas of social behavior, cognitive and motor skills as well as learning to accept and follow rules and instruction. Roll is called the first thing each morning. Absences are added to your child’s student record as it is in any other part of our school system. For many students, this will be the time when the pattern for school attendance is established.

 By law, your child must have a Birth Certificate and up-to-date Immunization Record to be able to attend school. If you do not have one for your child, you need to send for one immediately so your child will be able to continue attending. We have Oklahoma and Arkansas applications for birth certificates available in the office. (See Enrollment)

 

Stilwell Preschool may have a limited number of slots available for students who turn three years old after September 1st. The child’s birthday must be no later than October 31stand the child must be potty trained. Additionally, if there are any other children in the family, they must be attending Stilwell Schools. Parents also need to know that any early entry three year olds will be in the three year old program again the following school year.

 

ILLNESS

 

 If your child is running a temperature, vomiting, diarrhea, etc., please keep them out of school until they have been free of these things for at least 24 hours. This will help keep down the spread of colds, etc. (Please read Page 6 taken from the Stilwell Board of Education Policy Book.)

 

HEAD LICE POLICY

 

Periodically all preschool children are checked for head lice. According to state guidelines, NO CHILD CAN REMAIN AT THE SCHOOL WHEN HEAD LICE ARE FOUND. (Please read Page 7 FFA-R & 8 taken from the Stilwell Board of Education Policy Book.) Therefore, if your child is found with head lice, bugs or nits, we will call you to pick them up immediately. We will give you a letter with treatment instructions at that time. After you have treated your child, you will need to take them to the school nurse to be checked back into the classroom, please DO NOT send the child on the bus. If the treatment has been successful then your child will be permitted to return to class

 

BREAKFAST

 The preschool will leave for breakfast at 8:05 am. If you bring your child to school later than 8:05 am and you want them to eat breakfast, you will need to take them to the elementary cafeteria. The buses unload all preschool students at the Preschool building. Breakfast is free for the Preschool thru 8thgrade. Please do not send food or drinks with your child unless it is requested for special occasions.

 

LUNCH

 The Preschool students will have lunch in our building. Lunches will be brought in from the high school cafeteria and served here to prevent the children from having to be out in the weather and will allow them to have a less hurried lunch. 

 Our lunch orders must be called in by 9:30 a.m. This is another reason that your child needs to be at school on time each day. Once the absence slips are picked up and your child is marked absent, unless you sign your child in we will not know to order him/her a lunch. 

 If your child will be coming to school after 9:30 a.m. ORif you are coming to eat lunch with your child, please call the office by 9:30 a.m. and let us know so that we will know to order a lunch for him/her or you. Adult lunches are $1.50 and must be paid for in the office before you leave.

 According to Oklahoma State Regulations, meals must be eaten in the designated eating area at the school and are not to be taken from the school building. We do not provide take-out lunches for school visitors.

 

SNACKS

 Snacks are served in the afternoon to all Preschool children. If your child has any allergies to foods, please make sure that the teacher knows about it. We ask that you do not send any type of food to school with your child unless you are requested to do so for special occasions.

 

SPEECH / LANGUAGE PROGRAM

 

Kristy Leatherwood is the Speech-Language Pathologist for the preschool age children. At the beginning of our school year, she will screen all of our students and check personal-social, adaptive, motor, communication and cognitive skills. If your child needs help in any of these areas, Mrs. Leatherwood will contact you in regard to providing therapy for your child to increase his or her skills for educational progress.

 

 The following is a brief description of each area screened:

 

PERSONAL-SOCIAL – adult interaction, feelings, self-concept, peer interaction, coping and social role.

 

ADAPTIVE – attention, eating, dressing, personal responsibility and toileting.

 

MOTOR – muscle control, body coordination, locomotion, fine muscle and perceptual motor. 

 

COMMUNICATION – receptive language, expressive language and articulation.

 

COGNITIVE – perceptual discrimination, memory, reasoning and academic skills, and conceptual development.

 We feel our program at Stilwell Preschool is designed to give your child the very best Early Childhood program available. With our dedicated, caring staff members, your child’s safety and welfare is always top priority.

The following policy is from the Stilwell Board of Education’s book of state and district regulations. 

Preschool Sick Child Care

 It is the policy of the Stilwell Board of Education that parents of preschool children will not bring their children to school if the children are ill or suspect that they are becoming ill. Children with rashes, flushed skin or sore or inflamed eyes should not be brought to the school where they will be put in contact with other children. 

 If a child at school becomes ill, or is suspected of having a contagious disease, the parent(s) or person appointed to be responsible for the child will be notified. The child must be picked up at school within an hour of notification.

 This policy will be strictly enforced.

Communicable Disease Regulations (Continued)

 

OTHER DISEASE OF SPECIAL CONSIDERATION

 

Oklahoma State Law (70 O.S. 1981, Section 1210.194) concerning Pediculosis (Head Lice): “Any child afflicted with a contagious disease or head lice may be prohibited from attending a public, private, or parochial school until such time as he is free from the contagious disease or head lice.  Any child prohibited from school due to head lice shall present to the appropriate school authorities, before said child may reenter school, certification from a health professional as defined by Section 2602 or Title 63 or the Oklahoma Statutes or, an authorized representative of the State Department of Health, that said child is no longer afflicted with head lice.”

  

            Any child can become afflicted with head lice.  It doesn’t matter whether you are rich, poor or          in between.  The important thing is not keeping them.  If your child is found to have head lice,     immediate and appropriate treatment will eliminate the problem and help prevent others from     becoming afflicted.

 

 

 

NOTIFICATION OF RIGHTS UNDER FERPA

 

The Family Educational Rights and Privacy Act (FERPA) afford parents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s educational records. 

They are:

The right to inspect and review the student’s education records within 45 days of the day the District receives a request for access.  Parents or eligible students should submit to the school principal (or appropriate school official) a written request that identifies the record(s) they wish to inspect.  The principal will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.

The right to request the amendment of the student’s education records that the parent or eligible student believes is inaccurate or misleading or otherwise in violation of the student’s privacy rights.  Parents or eligible students may ask the district to amend a record they believe is inaccurate or misleading or otherwise in violation of the student’s privacy rights.  They should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading or otherwise in violation of the student’s privacy rights.  If the district decides not to amend the record as requested by the parent or eligible student, the district will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment.  Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.

The right to consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosures without consent.  One exception which permits disclosure without consent is disclosure to school officials with legitimate educational interests.  A school official is a person employed by the district as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the school board; a person or company with whom the district has contracted to perform a special task (such as an attorney, auditor, medical consultant or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks.  A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility.  Upon request, the district discloses education records without consent to officials of another school district in which a student seeks or intends to enroll. (NOTE: FERPA requires a school district to state in its annual notification that it intends to forward on request)                  

The right to file a complaint with the United States Department of Education concerning alleged failures by the district to comply with requirements of FERPA.  The name and             address of the office that administers FERPA is:  Family Policy Compliance Office,             United    States Department of Education, 600 Independence Avenue, SW, Washington, DC   20202-4605.

NOTICE TO PARENTS REGARDING CHILD IDENTIFICATION, LOCATION, SCREENING & EVALIATION

The notice is to inform parents of the child identification; location, screening and evaluation activities to be conducted throughout the year by the local school district in coordination with Oklahoma State Department of Education, Personally identifiable information shall be collected and maintained in a confidential manner in carrying out the following activities:

Referral

Preschool children ages 3 trough 5 and students enrolled in k-12 who are suspected of having disabilities which may require special and related services may be referred for screening and evaluation through the local schools, local school district and the regional Education Service Centers coordinate with the Sooner Start Early Intervention Program in referrals for early intervention services from birth through 2 years of age or for special education and related services beginning at 3 years of age.  The Oklahoma Area wide Service Information System (OASIS), through a toll free number (1-1800-42-OASIS), also provides statewide information and referrals to local school and other service providers.

Screening

Screening activities may include vision, hearing and health.  Other screening activities may include review of records and educational history: interviews; observations an specially developed readiness or educational screening instruments.  The regional Education Service Centers provide assistance and consultation to local school in these efforts.

(1) Readiness Screening

Personally identifiable information is collected on all kindergarten students participating in school  wide screening to assess readiness prior to entry into first grade, results of the screening are made available to parents or legal guardians, teachers, and school administrators.  (No child shall be screened for readiness or evaluated without prior notice to the child’s parent or legal guardian has filed written objection with the local school district).

(2) Educational Screening

Educational screening includes accepted procedures for the identification of children whom may have special learning needs and may be eligible for special education and related services in accordance with the individuals with Disabilities Education Act (IDEA).  Each school district in the State provides educational screening.  No child shall be educationally screened without prior notice to the child’s parent or legal guardian or whose parents or legal guardian has filled written objection with the local school district.

*Educational screening is implemented for all first grade students each school year.

*Second thru twelfth grade students shall be screened as needed or upon request of the parent, legal guardian, or teacher.

*Students entering the public school system from another state or from within the state without previous educational screening, shall be educationally screened within 6 months from the date of such entry. 

*Evaluation

Evaluation means procedures used in accordance with Federal laws and regulations to determine whether a child has a disability and the nature and extent of the special education and related services that the child needs.  The term means procedures used selectively with an individual child and does not include basic tests administered or procedures used with all children in a school, grade or class.  Written consent of the parent or legal guardian for such evaluation for special education and related services purposes. 

 

Collection of Personally Identifiable Information

Educational records containing personally identifiable information collected by schools in the identification, locations, screening, and evaluation of children shall be maintained in accordance with Family Education Rights and Privacy ACT (FERPA) and the Policies & Procedures for Special Education I Oklahoma.  School districts develop and implement a local policy regarding the collection, storage, disclosure, and destruction of confidential student records.  Parents may obtain a copy of the local policy from the local school district’s administrator.   These are the rights of parents and children regarding personally identifiable information in accordance with FERPA.

  • To inspect the students education records:

To request the amendment of education records to ensure that they are no inaccurate, misleading or in violation of the student’s privacy or other rights:

  • To consent to disclose education records, except where consent is not required to authorize disclosure:
  • To file complaints with the Family Policy and Regulations Office.

United States Department of Education, Washington, D.C. 20202, concerning the alleged violations of the requirements of FERPA. (34CFR/99.1-99.67): and

  • To obtain a copy of the FERPA policy and adopted by the local school district upon request being made to the local school administrator.  Before any major identification, location, or evaluation schools shall provide to parents.  Accommodations for other languages or means of communications may be provided upon request.  Such notice shall occur annually prior to conducting these activities and shall include the rights of parents under FERPA.  For further information  contact the following person at your local school:
